RIFA S1 will present to you ‘Next-Gen’ tools and other advanced gameplay assistance/features which will give challenging, refreshing, exciting gameplay of Ro-soccer.
Basics:
-[1.1] Game size: Minimum 6v6, Maximum 8v8
=A team can play a handicap of 5v6 if they are unable to bring a 6th player
=If a team fails to come to a match with less than 5 players, at least 15 minutes after kick-off time, then they will be forced to forfeit the match.
=If two teams come with less than 5 players (keep in mind the game-size must be at least 5v6; and they cannot bring any more players) then it will be a forfeit match of 0-0.
[1.] -A forfeit is a 3-0 loss, but if the team captain decides to forfeit during a game, then 3 goals are added for the opposition team in the scoreline.
[1.] -Loaning is NOT allowed in RIFA, no exceptions.
[1.] - Matches will consist of two 15 minute halves. The main referee is allowed to add a maximum of 5 minutes of stoppage time in a half.
[1.] - Games will consist outs (corner kicks, goal kicks and throw ins) and will also enforce the offside rule.
[1.] -Each game must have at least 3 officials in attendance (1 main referee, 2 linesmen and also 1 goal line referee; optional)
[1.] - Captains are responsible for teleporting their player as soon as possible to the pitch if their character dies from the limbs glitch. Referees can teleport them as well, only if the player or the captain requests them with a teleport.
Tackles:
[1.] - If a player uses tackle E, which trips a player the following applies:
= If the player has the ball and was using E to perform a skill, it is NOT a foul
= If the player had the ball but the referee judges that his intention was to trip the defending player, it is a foul
= If the player without the ball trips the player, BEFORE winning the ball, it is a foul.
= If the player without the ball trips the player AFTER/ or at the SAME TIME as winning the ball, it is NOT a foul.
=If, by the referee’s judgement, the player gets flung when he made contact with an opponent, due to ROBLOX physics, it is NOT FOUL.
= Players can be booked for simulation if seen by referee’s judgement.
[1.] - If the player’s main intention was to trip the player who has ball, then he must be given a booking. But if the player who was tackled was denied a CLEAR goalscoring opportunity (e.g. a 1v1), a red card is obligatory.
Pausing:
[1.] - Pausing is RIFA is allowed but it will be very limited in this tournament:
This season will enforce a limit to pauses. Captains can only pause TWICE in maximum, if you pause a game twice then you can no longer pause for the rest of the game. [Pauses only last for a maximum 5 minutes (for a player to return from ‘AFK’ or ‘BRB’ or rejoin(D/C].
[1.] - Captains are the only ones that are allowed to pause, any pauses from the players will be denied, unless the captain was subject to disconnecting or leaving the server, or just being AFK/unavailable.
[1.] - Pauses can ONLY be made when the ball is out of play.
If a player dies, disconnects or quits the server RESULTING in the goal-scoring opportunity, then the referee may pause whilst in play.
[1.] - Please remember that to pause, you must make it clear to the referees, meaning that you must say it in “:h”.
[1.] - Captains cannot do pauses for the game to halt (excluding goal-scoring opportunities). Instead their team has to kick the ball out of play or wait till next stoppage then tell the referee to wait, explaining why. It remains the duty of the captain and the players to notice a player is AFK/BRB/DC’d and to kick the ball out of play.
[-] If a player is AFK, such as a defender, team-mates should drop and win the ball back and clear it out of play for a Pause (if they are playing 6v6 and do not want to handicap -5v6- and wait for the player) otherwise kick the ball out of play and make a substitution {does not require a pause}). You can still pause and wait for a player to come back even if you have substitutes ready or are playing in 7v7 or 8v8, but it will require you to use a ‘pause’, which you have only 2 per match.
Offside rule:
[1.] - A player is in an offside position if he is in the opposing team’s half of the field and is also nearer to the opponents’ goal line than both the ball and defensive line (where the last man is; not the goalkeeper).
[1.] - Regardless of position, there is no offside offence if a player receives the ball directly from a CORNER KICK, GOAL KICK or THROW-IN. However an offside offence may occur if a player receives the ball directly from either a direct or indirect free-kick.
[1.] - There is no offside offence if the player is in his own half and is nearer to the opposition goal-line than the last-man, before a pass was taken.
[1.] - When an offside occurs, the linesman must raise up his flag and tell the main referee that the player is offside. A free-kick will be given to the opposition from where the player was offside to restart play.
[1.] - If a player is receiving a pass but is behind the ball despite the fact that he is in front of all of his outfield opponents, then he is NOT in an OFFSIDE POSITION.
[1.] - OFFSIDES WILL BE CALLED; if the offside player contacts with the ball or affects gameplay (e.g dummies, or is in the vision of opposition GK/Defenders, or makes them act more cautious or in a different way).
[1.] - If a goalkeeper comes out of his box, then he becomes the last line of defence. However if he is past a defender then that defender (whoever is closest to their goalline) becomes the last line of defence.
Drags, Doubles and E Shots:
[1.] - E kicks can be used as passes or clearances but cannot be used as a shot (E shot) on goal.
[1.] - ALL drags (yes, including BH and ball roll), any other intentional tricks closely related to a ‘drag’ have been banned from RIFA.
[1.] - Doubles (using one tool + and another tool, in one go; plus some others that we have disallowed) are not allowed in RIFA.
=Accidental ones due to lag are an exception.
= However, goals caused by accidental doubles due to lag, will be allowed or disallowed depending on the referee’s judgement on whether the situation was fair or unfair.
[1.] - If these rules get violated then a freekick will be given to the opposition team.
Substitutions:
[1.] - Substitutions can only be made during stoppages in play; the team leader MUST inform the referee and receive acknowledgement to carry out the substitution.
= ** This can also be when pauses are taken (if a team has 6 players and cannot substitute then they can use this pause (for about 5+ minutes or so) to wait for the AFK player.
[1.] - If a substitution is required urgently, you have the choice to kick the ball out of player (as explained above) or just play with a man less until next stoppage. We will allow very urgent substitutions on some circumstances, but only if they were necessary for the situation.
[1.] Substitute players MUST stay at their technical areas at all times, when the game is running; if any substitute players are caught interrupting play or walking into the pitch then they will be faced with an automatic red card.
[1.] - There is no limit to how many substitutions can be made.
[1.] - Substitutes must be wearing their substitute top, so that they can be easily recognised as a sub. There is absolutely no exception to this. Sub T-shirts are available on the RIFA store for the cheapest possible price, please use this or use another t-shirt/shirt that identifies you as a sub.
Fouls:
[1.] - The following situations during a match are fouls:
Not standing at least 25 studs away from an opposing throw-in taker; if the ball is touched whilst in the restricted region, a free kick is given where the ball was touched.
[1.] - Intentionally not giving the goalkeeper a sufficient amount of space to throw the ball if he is holding it; this results in a free kick from where the goalkeeper was standing and the referee may book the player.
[1.] - Not standing at least 35 studs from the ball during a corner kick, or 30 studs from the ball during a free kick; failing to follow this rule results in a booking/warning.
[1.] - Standing in box as an opposing player during a goal kick; failure to follow results in booking/warning for the player.
[1.] - Being on the pitch when throw-in is taken, or passing the ball to yourself during any set piece (corner kick, throw in and free kicks)
[1.] - An outfield player using goalkeeper tool or corner kick (if it’s not a corner); if a player fails to follow this rule, then a red card is mandatory.
[1.] - The goalkeeper using TPS Goalkeeper tool (apart from GK Clear) outside the box (apart from GK kick); failure to follow this rule results in a booking for the goalkeeper, however the referee has the choice to even red card the goalkeeper if he attempts to use it in a cheating manner during the game (e.g. handling the ball outside the box).
[1.] - The goalkeeper or player intentionally attempting to score a goal with CK/GK kick during play; this will result in a free kick for the opposing team and the referee is given the choice to give the player a warning/booking.
[1.] - A player passing the ball, intentionally, back to their keeper, by kicking it, and the goalkeeper picks it up (pass back); this rule does not apply for header or deflection. If this offence is committed, then an indirect free kick is awarded to the opposing team from where the goalkeeper handled the ball (players are not allowed to shoot in these free kicks, they must pass the ball first).
[1.] - If a player kicks the ball in a face-off before the referee beeps his whistle; failure to follow this rule will result in a turnover.
Penalties (for KNOCKOUT):
[1.] - Each team will take five penalties each
= If scores are level after 5 penalties, it goes to sudden death; if a player scores and the opposing player misses (IN THE SAME ROUND) then the penalty shootout ends e.g. if a player scores Team A’s 6th penalty and a player misses Team B’s 6th penalty, then Team A win.
The player who was goalkeeping when the final whistle of extra time was blown must be the goalkeeper for the penalty shootout, unless they have to leave (for a reasonable reason).
[1.] - Players cannot take multiple penalties, each eligible player (who attended the game) in the team (including the goalkeeper) must take one penalty each in the order of kicks the coach has put. If it becomes necessary for players to take a second kick (because the score has remained equal after all eligible players have taken their first kick), then teams are not required to follow the same order of kickers as was used for the first kick.
[1.] - Players who have been sent off from a game cannot take a penalty.
[1.] - Each kicker can kick the ball only once per attempt. If the ball rebounds off the goal frame or saved from the goalkeeper, the kicker may not play the ball again.
[1.] - Keepers must stay on their line during a penalty; if they do not, it is a retake (if they saved it); on the second time of failing to follow the rule, a goal is given. There is a margin of 3 studs for how far players can go from their line.
[1.] - Non-takers MUST be on halfway line during the shootout.
[2.] - Players can stutter a run-up (stop), but CANNOT go backwards during their run-up; failure to follow this rule will lead to a retake, regardless whether they scored. If they again break the same rule in their retake, a miss is awarded.
[2.] - Players cannot pretend to kick the ball; this will lead to a retake, breaking the same rule in the retake results in a miss being awarded.
[2.] - The non-active goalkeeper must stand on the goal line OUTSIDE the box during the penalty
[CHAPTER 3: Conduct and Punishment] ▬▬▬▬▬▬▬▬▬▬▬▬
During your time participating in RIFA Multi-league S1, you must promise to keep yourself under control and stay focused and maintained with the appropriate behaviour because seriously violating the rules of conduct can result in serious consequences.
The RIFA multi-league was established to connect the Ro-soccer community together and bring excitement to the game by development of gameplay and organisation. We will NOT accept your participation in the project to be an opportunity to display behaviour which the RIFA board find extremely inappropriate. All participants of RIFA should come to the league with good and responsible sportsmanship around players, coaches, managers and especially OFFICIALS. RIFA is representing the RO-soccer community in a high level, so do not embarrass the community.
The officials participating in RIFA must show respect to all players and coaches and vice-versa; officiate to the gameplay rules correctly, and show no sign of biased/unfair behaviour. The officials will be trained thoroughly through referee academies to become professional and qualified for leagues to select and they will expected to be strict; this means that they will also take any serious action you have done as a consequence. Although we will try to minimise officiating mistakes, they still happen, it’s part of the game, so please do not get very serious and ignorant about a decision you were disappointed in. A little trash talk between the opposition will must likely be ignored.
Many people who are helping in this project are taking their precious time for your enjoyment, so please give them appreciation and respect for all the handwork they have put into this project.
[3.] Misconduct in the RIFA multi-league will be taken in the following areas:
the official RIFA group wall, an official RIFA venue, any form of communication that is related with RIFA (RIFA twitter accounts, RIFA Skype chats)
-For each of these scenarios of misconduct, the suspension size depends on the severity, impact and history:
[3.] -Heavy disrespect, harassment, criticism and profanity towards the referee is a bookable offence
=If continued, it can result in a 1-2 game suspension.
[3.] - Heavy discrimination (against anyone’s race, religion, disability, culture and country) should not be tolerated in the grounds of RIFA
= 2-5 game suspension can be a result
[3.] - Captains are allowed to challenge a referee’s decision but must do so in a respectful manner
=Only the captain is allowed to challenge the referee, if other players join in then the captain’s challenge will be denied.
=Continuously challenging the referee unreasonably or unnecessarily (or even in a non-respectful manner) will lead to a warning/booking.
[3.] - If by the referee’s judgement, a team is wasting a sufficient amount of time (time-wasting), then he has the power to book the player(s) involved in the time-waste
= Goals can only be celebrated for 1 minute maximum, players are expected to get straight back into positions after celebrating, if any more time is wasted then you could receive a booking for time-wasting
[3.] - Cheating in any form (to gain an unfair advantage to yourself) is unacceptable (as any participant of RIFA)
=The consequences of this can be a 3 match ban to a season ban; or suspension from refereeing, depending on severity and history.
[3.] - Match fixing (if enough evidence is given) can result in point deductions as serious as 5-10 points
There are countless examples of cheating; this could be playing for a team as an ineligible player (as a main or alternative account), using admin or any software to gain an unfair advantage and many more.
[3.] Exploiting a server that has a match in progress should not be tolerated; 4 match ban to season ban, depending on severity.
[3.] - DDosing or Hacking someone during a game (if enough evidence is shown) can result in a season ban.
[3.] - Mass spamming will only result in a warning/booking and a 1-match suspension if continued.
[3.] - Abuse of admin will result in a 1-4 game suspension, as well as your admin rights being removed for that period.
[3.] - A red card gives a 1 match suspension.
[3.] - Five yellow cards results in 1 match suspension; the card count is reset if a red card is given.
[3.] - The length of the match suspension depends on severity
[3.] - If you have an issue with an incident that occurred in a match, then speak about it privately with the RIFA board. Concrete evidence or witnesses (if they are not biased) are recommended if you want to enforce your complaint. The RIFA board can investigate the incident and if the complaint is justified then the people involved will receive the expected punishment in form of suspension/ban.
However, criticising the referee openly in a place/group wall will reduce your chances of getting your complaint justified and may only result you in being punished.

[CHAPTER 4: League layout] ▬▬▬▬▬▬▬▬▬▬▬▬
= 4 real-life leagues, with 6 teams in each league.
= Top 4 of each league qualify for the RIFA Champions League.
= Which will consist groups + knockout games
= 5th place team in each league will qualify for the EUROPA LEAGUE *GROUP STAGES*
Teams that fail to qualify in champions league will be entered into Europa League.
3rd placed team in Champions league group will advance to *KNOCKOUT STAGES* of EUROPA LEAGUE.
4th placed team in Champions league group will advance to *GROUP STAGES* of EUROPA LEAGUE.
Therefore the Europa League group stages will only be two groups (each containign 4 teams), where the top 2 of each group advance to teh knockout rounds (to face the 3rd placed teams from Champions league groups).
= 10 game-weeks of league games (home and away games)
= At the end of CL and Europa, there will be a UEFA Champions Cup which will be played between the winner of Champions League and the winner of Europa League.
= The club size budget and squad strength reflects on the quality of the club in real life (e.g. Real Madrid squad restrictions are less (more S/A players) than Liverpool).

[1.] - An outfield player using goalkeeper tool or corner kick (if it’s not a corner); if a player fails to follow this rule, then a red card is mandatory.
[1.] - The goalkeeper using TPS Goalkeeper tool (apart from GK Clear) outside the box (apart from GK kick); failure to follow this rule results in a booking for the goalkeeper, however the referee has the choice to even red card the goalkeeper if he attempts to use it in a cheating manner during the game (e.g. handling the ball outside the box).
[1.] - The goalkeeper or player intentionally attempting to score a goal with CK/GK kick during play; this will result in a free kick for the opposing team and the referee is given the choice to give the player a warning/booking.
[1.] - A player passing the ball, intentionally, back to their keeper, by kicking it, and the goalkeeper picks it up (pass back); this rule does not apply for header or deflection. If this offence is committed, then an indirect free kick is awarded to the opposing team from where the goalkeeper handled the ball (players are not allowed to shoot in these free kicks, they must pass the ball first).
[1.] - If a player kicks the ball in a face-off before the referee beeps his whistle; failure to follow this rule will result in a turnover.
Penalties (for KNOCKOUT):
[1.] - Each team will take five penalties each
= If scores are level after 5 penalties, it goes to sudden death; if a player scores and the opposing player misses (IN THE SAME ROUND) then the penalty shootout ends e.g. if a player scores Team A’s 6th penalty and a player misses Team B’s 6th penalty, then Team A win.
The player who was goalkeeping when the final whistle of extra time was blown must be the goalkeeper for the penalty shootout, unless they have to leave (for a reasonable reason).
[1.] - Players cannot take multiple penalties, each eligible player (who attended the game) in the team (including the goalkeeper) must take one penalty each in the order of kicks the coach has put. If it becomes necessary for players to take a second kick (because the score has remained equal after all eligible players have taken their first kick), then teams are not required to follow the same order of kickers as was used for the first kick.
[1.] - Players who have been sent off from a game cannot take a penalty.
[1.] - Each kicker can kick the ball only once per attempt. If the ball rebounds off the goal frame or saved from the goalkeeper, the kicker may not play the ball again.
[1.] - Keepers must stay on their line during a penalty; if they do not, it is a retake (if they saved it); on the second time of failing to follow the rule, a goal is given. There is a margin of 3 studs for how far players can go from their line.
[1.] - Non-takers MUST be on halfway line during the shootout.
[2.] - Players can stutter a run-up (stop), but CANNOT go backwards during their run-up; failure to follow this rule will lead to a retake, regardless whether they scored. If they again break the same rule in their retake, a miss is awarded.
[2.] - Players cannot pretend to kick the ball; this will lead to a retake, breaking the same rule in the retake results in a miss being awarded.
[2.] - The non-active goalkeeper must stand on the goal line OUTSIDE the box during the penalty
[CHAPTER 3: Conduct and Punishment] ▬▬▬▬▬▬▬▬▬▬▬▬
During your time participating in RIFA Multi-league S1, you must promise to keep yourself under control and stay focused and maintained with the appropriate behaviour because seriously violating the rules of conduct can result in serious consequences.
The RIFA multi-league was established to connect the Ro-soccer community together and bring excitement to the game by development of gameplay and organisation. We will NOT accept your participation in the project to be an opportunity to display behaviour which the RIFA board find extremely inappropriate. All participants of RIFA should come to the league with good and responsible sportsmanship around players, coaches, managers and especially OFFICIALS. RIFA is representing the RO-soccer community in a high level, so do not embarrass the community.
The officials participating in RIFA must show respect to all players and coaches and vice-versa; officiate to the gameplay rules correctly, and show no sign of biased/unfair behaviour. The officials will be trained thoroughly through referee academies to become professional and qualified for leagues to select and they will expected to be strict; this means that they will also take any serious action you have done as a consequence. Although we will try to minimise officiating mistakes, they still happen, it’s part of the game, so please do not get very serious and ignorant about a decision you were disappointed in. A little trash talk between the opposition will must likely be ignored.
Many people who are helping in this project are taking their precious time for your enjoyment, so please give them appreciation and respect for all the handwork they have put into this project.
[3.] Misconduct in the RIFA multi-league will be taken in the following areas:
the official RIFA group wall, an official RIFA venue, any form of communication that is related with RIFA (RIFA twitter accounts, RIFA Skype chats)
-For each of these scenarios of misconduct, the suspension size depends on the severity, impact and history:
[3.] -Heavy disrespect, harassment, criticism and profanity towards the referee is a bookable offence
=If continued, it can result in a 1-2 game suspension.
[3.] - Heavy discrimination (against anyone’s race, religion, disability, culture and country) should not be tolerated in the grounds of RIFA
= 2-5 game suspension can be a result
[3.] - Captains are allowed to challenge a referee’s decision but must do so in a respectful manner
=Only the captain is allowed to challenge the referee, if other players join in then the captain’s challenge will be denied.
=Continuously challenging the referee unreasonably or unnecessarily (or even in a non-respectful manner) will lead to a warning/booking.
[3.] - If by the referee’s judgement, a team is wasting a sufficient amount of time (time-wasting), then he has the power to book the player(s) involved in the time-waste
= Goals can only be celebrated for 1 minute maximum, players are expected to get straight back into positions after celebrating, if any more time is wasted then you could receive a booking for time-wasting
[3.] - Cheating in any form (to gain an unfair advantage to yourself) is unacceptable (as any participant of RIFA)
=The consequences of this can be a 3 match ban to a season ban; or suspension from refereeing, depending on severity and history.
[3.] - Match fixing (if enough evidence is given) can result in point deductions as serious as 5-10 points
There are countless examples of cheating; this could be playing for a team as an ineligible player (as a main or alternative account), using admin or any software to gain an unfair advantage and many more.
[3.] Exploiting a server that has a match in progress should not be tolerated; 4 match ban to season ban, depending on severity.
[3.] - DDosing or Hacking someone during a game (if enough evidence is shown) can result in a season ban.
[3.] - Mass spamming will only result in a warning/booking and a 1-match suspension if continued.
[3.] - Abuse of admin will result in a 1-4 game suspension, as well as your admin rights being removed for that period.
[3.] - A red card gives a 1 match suspension.
[3.] - Five yellow cards results in 1 match suspension; the card count is reset if a red card is given.
[3.] - The length of the match suspension depends on severity
[3.] - If you have an issue with an incident that occurred in a match, then speak about it privately with the RIFA board. Concrete evidence or witnesses (if they are not biased) are recommended if you want to enforce your complaint. The RIFA board can investigate the incident and if the complaint is justified then the people involved will receive the expected punishment in form of suspension/ban.
However, criticising the referee openly in a place/group wall will reduce your chances of getting your complaint justified and may only result you in being punished.

[CHAPTER 4: League layout] ▬▬▬▬▬▬▬▬▬▬▬▬
= 4 real-life leagues, with 6 teams in each league.
= Top 4 of each league qualify for the RIFA Champions League.
= Which will consist groups + knockout games
= 5th place team in each league will qualify for the EUROPA LEAGUE *GROUP STAGES*
Teams that fail to qualify in champions league will be entered into Europa League.
3rd placed team in Champions league group will advance to *KNOCKOUT STAGES* of EUROPA LEAGUE.
4th placed team in Champions league group will advance to *GROUP STAGES* of EUROPA LEAGUE.
Therefore the Europa League group stages will only be two groups (each containign 4 teams), where the top 2 of each group advance to teh knockout rounds (to face the 3rd placed teams from Champions league groups).
= 10 game-weeks of league games (home and away games)
= At the end of CL and Europa, there will be a UEFA Champions Cup which will be played between the winner of Champions League and the winner of Europa League.
= The club size budget and squad strength reflects on the quality of the club in real life (e.g. Real Madrid squad restrictions are less (more S/A players) than Liverpool).
